This new policy, which took effect April 10, 2017, was developed by Procurement Services with input from Information Assurance, Office of the General Counsel, and others.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under the new policy, university PCards or purchase orders can be used to purchase non-competitively bid software up to $5,000 and $10,000 respectively for academic, administrative, clinical, research, and teaching use without pre-approval. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The new policy benefits the university by:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Empowering software purchases that need to be made quickly in support of teaching, research, and other U-M core missions.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Allowing faculty, staff, and units to agree to click-through agreements.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Removing software from the <\/span><a href=\"http:\/\/procurement.umich.edu\/sites\/default\/files\/302.04-01_restricted_commodities_and_special_approvals.pdf\"><span style=\"font-weight: 400;\">restricted commodities list.<\/span><\/a><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Reflecting current software purchasing model (cloud-based or instantly downloadable).<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Supporting effective software asset management by assisting departments, researchers, and faculty in procuring and managing software purchased.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Articulating standards of ethical conduct concerning licensed and copyrighted software and helps ensure that U-M and its faculty and staff stay in legal compliance with licensing agreements.<\/span><\/li>\n<\/ul>\n<p><a href=\"http:\/\/procurement.umich.edu\/\"><span style=\"font-weight: 400;\">Procurement Services<\/span><\/a><span style=\"font-weight: 400;\"> is available to review and assist with interpretation of license language as needed and offers <\/span><a href=\"http:\/\/procurement.umich.edu\/sites\/default\/files\/guide_for_purchasing_software_and_electronic_services.pdf\"><span style=\"font-weight: 400;\">guidelines for purchasing software and electronic services<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\"> Check with your supervisor to see if any unit-specific implementation expectations apply to you. \u00a0<\/span><\/p>\n<div id=\"attachment_4064\" style=\"width: 460px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-4064\" class=\"size-full wp-image-4064\" src=\"https:\/\/michigan.it.umich.edu\/news\/wp-content\/uploads\/2017\/07\/18082792_s-1.jpg\" alt=\"&quot; &quot;\" width=\"450\" height=\"375\" srcset=\"https:\/\/michigan.it.umich.edu\/news\/wp-content\/uploads\/2017\/07\/18082792_s-1.jpg 450w, https:\/\/michigan.it.umich.edu\/news\/wp-content\/uploads\/2017\/07\/18082792_s-1-120x100.jpg 120w, https:\/\/michigan.it.umich.edu\/news\/wp-content\/uploads\/2017\/07\/18082792_s-1-240x200.jpg 240w\" sizes=\"auto, (max-width: 450px) 100vw, 450px\" \/><p id=\"caption-attachment-4064\" class=\"wp-caption-text\">Copyright: <a href=\"https:\/\/www.123rf.com\/profile_deniskot\">deniskot \/ 123RF Stock Photo<\/a><\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>If you purchase software for university use, please be aware of Software Procurement and Licensing Compliance (SPG 601.03-03).
